Rio Grande – Colorado Groundwater Use Rules

Michael Sullivan, P.E. – Colorado Division of Water Resources

In September 2015 the State Engineer promulgated Rules regarding groundwater use in the Rio Grande Basin. The talk will outline the history of water development in the basin and go over the concepts embodied in the proposed Rules.


Michael Sullivan, P.E. – Colorado Division of Water Resources

Michael Sullivan has been the Deputy State Engineer and Deputy Director for the Colorado Division of Water Resources for 8 years. As Deputy he acts as the Chief Operating Officer, Interstate Compacts Administrator, and Special Projects Director. He also supervises the Water Supply Branch and the Public Safety Branch.

Michael has worked for the Division of Water Resources for approximately 20 years. Prior to his current assignment he was Assistant Division Engineer and eventually Division Engineer for the Rio Grande Basin. As such he was responsible for administering water supplies in that basin, implementing rules, participating in litigation, advising the water court, and was the Engineer Advisor on the Rio Grande and Costilla Creek Interstate Compacts.
