Changes in Change Decrees

Joe Tom Wood has observed many changes in the engineering and terms and conditions applied to water rights change cases in Colorado.  This talk will discuss the results of his research into approximately 1,000 pre-1969 change decrees, which were adjudicated prior to Mr. Wood’s career in Colorado, as compared to more recently-issued change decrees with a specific discussion of how the elements of change cases and the decrees have evolved.

Joe Tom Wood

Joe Tom Wood, P.E., President of Martin and Wood Water Consultants, Inc., has more than 40 years of  experience in water rights and water resources engineering. He began his career in Texas in 1969, after finishing his bachelors and masters degrees from Stanford University. Mr. Wood moved to Colorado in 1979 and quickly learned that water rights engineering up here differed greatly from that in Texas. Mr. Wood specializes in the engineering analyses associated with changes of water rights, plans for augmentation, and water supply/water demand analyses. He has performed engineering analyses necessary to change numerous irrigation water rights to other uses, including municipal, domestic, and industrial uses and has provided the primary engineering for over 30 plans for augmentation in the South Platte, Colorado, Arkansas, and Rio Grande River Basins. Mr. Wood has been qualified as an expert in the Water Courts for Water Division I, II, III and IV, the United States Court of Claims, and the United States 10th District Court.  Mr. Wood is also designated as an Engineering Expert Witness (EXW) by the American Council of Engineering Companies.
